I don't mean using the creator in the Single Player menu either, I mean creating ones so there are custom unit numbers, etc.?

I don't think it is possible the only way i know is modding the unit count in export_descr_unit but remember i think i havn't done this before so make a backup of it. You may also need to edit their starting formation thing.
